The Orc Warden is the reliable source and he respawns quickly since the launch patches. The orc slaver trash mobs in the caves can also drop it, which is why some players never notice a named is involved at all.
The slaver cells in Crushbone, levels 4-10. This is the part worth knowing: Crushbone genuinely has locked doors, and almost no source documents them — most guides describe the zone as if you could simply walk through.

Being NO DROP, nobody can hand you one. Every character who wants through those cells farms their own.
Crushbone was rebuilt in the 14 July 2026 patch (levels 4-22) with guaranteed named and no placeholders, and the Orc Warden's respawn was shortened again at launch. The same trip gives you the Bracers of Battle off the Warden, the Shiny Brass Shield from the Orc Trainer on Trainer Hill, and the Brass Earring from the Taskmaster — two thirds of the Screaming Mace quest.
