Which of Najena's two Tenderizers actually drops the belt, and why wearing a second haste item does nothing.

Careful: Najena has two named called The Tenderizer. The level 22 one at (131,342) is the belt. The level 25 one at (135,287) drops the Sword of the Lost and the Signet Ring of the Lost Crusader — no belt.

Haste does not stack with itself. Within the worn-haste category only the highest single item counts. A second haste item does nothing at all.
So the Kitchen Toolbelt at +10% is an early-game belt, and it is replaced outright the day you get an FBSS at +21% — not worn alongside it. Worn haste does stack with spell haste (a Shaman's Quickness) and with a Monk's discipline, which is why a trio still wants the belt on the Monk while the Shaman buffs.
Najena rewards a loop, not a camp. The Tenderizer at (131,342), Drelzna at (-35,-222) for her two keys, then Unbound Flame at (-26,360) for the Flaming Fist.
